I don’t recall Kabuto ever saying he couldn’t revive Orochimaru. It seems quite evident he simply didn’t want to. He tried to become a OroV2 copying Orchimaru even after he got his powers. Everything Kabuto gained isn’t his, bringing Oro back he would want his chakra back and would probably plot against Kabuto….Oro’s revival was quick, easy and I don’t see the plot hole seeing how he came out of Sasuke’s cursed seal how many chapters ago, which random snakes got burned trying to escape insinuating Oro can revive from 1 white snake.

Also them Sasuke wants to see Imo I believe are the Sage’s Son. Who else could They/Them be it’s not Madara…Unless tobi is Madara’s brother and Sasuke wants to speak to them both….Anywho’s! I’m going with Sage’s son as they are the start of everything and would hold the most knowledge.
